Caught were Chinese Wei Chang Lee and Henry Go Sy and Taiwanese Shan Wen Lee and Chu Cheng Chu.
Chu, said to be a previous officer of the Taiwan Air Force, is the charged pioneer of the medication ring, police said.
They were captured by agents of the District Anti-Illegal Drugs Special Operations Task Group (DAID-SOTG) at a fastfood outlet in Philcoa at around 5:30 p.m.
Administrator Edgardo Tinio, head of the Quezon City Police District (QCPD), said the illicit medications stashed in five sacks were recuperated in the suspects' Starex van with tags TIX-746.
Additionally found in the vehicle were four packs containing P1 million in stamped cash.
Police organized an arrangement with the associates for five kilos with shabu in return for P1 million preceding their capture.
This is the greatest shabu pull of QCPD agents so far this year, as indicated by DAID-SOTG head Chief Inspector Enrico Figueroa.
Charges of infringement of the Comprehensive Dangerous Drugs Act will be recorded against the suspects who are being held at the QCPD prison.
